For your information; Here is something I read about in Smart Computing.

Dear Editor,
Your January 2004 edition of Smart Computing
had a question from a user who got the following message when trying to
open Tools, Internet Options; "This operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
administrator."
I found the same problem. Here was my solution:
This behavior can be caused by Spybot S&D.
There is an optional setting under Immunize, Recommended miscellaneous
protections. Look at the check box for "Lock IE control panel against
opening from within IE (current)". Checking this box will result in the
message to contact the System Administrator. It actually sets the
NoBrowserOptions in the registry. Microsoft Knowledge Base Article
216583 discusses this registry key. Removing this registry key will
re-enable access to the Internet Options window under the Tools tab.
Very truly yours,
Carl Tenning (subscriber)

Hi, Carl.
Yep, we ran across the Spybot thing a little
while after we published that tip! In fact, we're going to run an
"update" on it as soon as we can find an open slot for it. Sure wish
we'd've seen it sooner!
Thanks for writing.
